Jeffrey Morgan is the President and founder of e-volve LLC. He brings over 30 years of hands-on experience in information technology, systems implementation, project management, and operational improvement to help behavioral health organizations and local governments reduce administrative burdens, optimize EHR systems, achieve regulatory compliance (HIPAA, OMH, OASAS, and others), and deliver measurable efficiency gains.

His background includes extensive work with county and municipal governments, behavioral health providers, and small businesses. Jeffrey excels at bridging complex technology with real-world mission needs — whether streamlining workflows, supporting secure system procurements, providing managed IT services, or guiding technology assessments and special projects.

Prior to founding e-volve LLC, Jeffrey served in signal intelligence roles with the U.S. military, where he gained advanced expertise in secure communications, data handling, and high-stakes operational environments. He held a Top Secret/SCI (TS/SCI) clearance and completed intensive language and intelligence training, skills that continue to inform his rigorous approach to data security, compliance, and reliable system design for sensitive public-sector and healthcare environments.

Known for his straightforward, results-focused style, Jeffrey believes technology should serve people — not the other way around. He partners closely with clients to create sustainable solutions that free behavioral health teams to focus on quality client care and enable local governments to serve their communities more effectively.
